What is a .ora file?
OpenRaster is a design format developed by Free software graphics community, first released in 2010. It is usually created by Krita, MyPaint, GIMP.
A ZIP archive of PNG layers plus a stack.xml describing them — rename it to .zip and you can pull out every layer as a normal PNG.
